Bernardo Mendoza (Partner)

Experience:
Has held various federal public administration positions in Mexico and in the private sector.

As Deputy General Director of the National Banking and Securities Commission, he was in charge of the legislative and consulting area on the prevention of money laundering and terrorist financing.

In the Ministry of Energy, he served as Legal Deputy Director where he collaborated in the resolution of legal conflicts between the private and public sectors. In the private sector he served as a lawyer in various energy, corporate and tax firms, and companies.

Representative Transactions:
· Created, implemented, and coordinated the legal and compliance processes for a private oil and gas company in Mexico.
· Drafted and negotiated the first ever private farmout  including the Assignment Agreement and Joint Operating Agreement of multiple hydrocarbons exploration and extraction contracts with existing production.
· Led and implemented multiple negotiations with landowners  for oil and gas exploration and extraction activities in their properties according to the Hydrocarbons Law.
· Resolution of conflicts between different participants of the electric sector.
· Development of the National Banking and Securities Commission (“CNBV”) regulatory framework on the certification of compliance officers and audits on AML/CFT.
· Development of the CNBV regulatory framework for the technical opinion on AML/CFT.
· Financial advisor at the AML/CFT Financial Action Task Force (FATF) mutual evaluation of Sweden.
· Collaborated in the development of the CNBV’s Fintech regulatory framework.
